Happy Saturday! This afternoon, the House passed three individual foreign aid bills, as well as a bill that forces the divestment of TikTok and includes the REPO for Ukrainians Act and various sanctions measures. Following passage of all four components, the bills were combined into one package and will now be sent to the Senate as a message for its consideration next week.
The final passage votes on each piece of the House package are below, including roll call links:
- TikTok divestment/REPO for Ukrainians Act/various sanctions: 360-58
- Indo-Pacific aid: 385-34-1
- Ukraine aid: 311-112-1
- Israel aid: 366-58
Of particular note, the House Republican vote on the Ukraine bill was 101-112-1, representing less than a majority of the majority. Rep. Marjorie Taylor Greene (R-GA) did not offer her motion to vacate the chair today, however, and the House now begins a one-week recess. We will closely monitor a possible motion to vacate vote when the House returns, including pressure members may receive from conservative activists and influencers over the recess.
As previously stated, the four bills now head to the Senate as one combined package via a legislative “message,” allowing the Senate to process it faster than a normal bill.
The Senate is scheduled to take the first procedural vote relative to the House package next Tuesday at 1:00 PM. Senate leadership will seek a unanimous consent (UC) agreement to expedite passage of the bill early next week, and we expect conservatives to seek various amendment votes as part of any agreement.
We believe the Senate will likely pass the combined package on a bipartisan basis, likely by next Wednesday, sending the bill to President Biden’s desk for signature.
