The House Rules Committee successfully reported out shortly before 11:00 p.m., teeing up the reconciliation bill to be debated on the House floor. The vote was 8-4 with Chip Roy not voting (Ralph Norman voted yes).
The rule “self-executes” the Manager’s Amendment, meaning once the rule passes on the floor, the Manager’s Amendment is also considered as adopted.
The House reconvened at 11:07 p.m. to consider the rule for up to one hour of debate, followed by votes on the previous question (PQ) and adoption of the rule. Democrats, however, immediately moved to adjourn and the House is now in the midst of the vote on the motion to adjourn.
House Democrats are expected to deploy similar dilatory tactics throughout the consideration process, including additional procedural votes and potentially a lengthy “magic minute” by Minority Leader Jeffries.
Once the rule is adopted, the House will proceed with up to two hours of debate on the reconciliation bill, itself. Given the expected delays, votes on the motion to recommit (MTR) and final passage will likely be quite late this evening if not into the early morning. Importantly, the whip count remains in flux and House Republican Leadership may need to recess the House at some point during consideration to shore up any final holdouts.
